Most people filing for unemployment have to meet a variety of strict criteria to get benefits. Cheryl Horsfall had to prove she wasn't dead.
The 37-year-old freelance ad copywriter had reapplied for health insurance with the New York State Temporary and Disability office in between gigs. Three months later, she received a government document denying her assistance which read in part: "Our records indicate that this person is deceased.""My reaction was one of amusement rather than alarm," the Gramercy Park resident said. "There was a number to call to request a hearing, so I called it - for about a week - morning, noon and night. I told them who I was, along with my case number, and that I was happy to report I was still breathing. I didn't hear back."
In the meantime, Horsfall decided to hold her own wake.
